Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 22.1-206.3 as follows:

§ 22.1-206.3. Passport dual enrollment; course credit; guidelines.

The Board shall develop guidelines to be adopted by each local school board relating to the policies of such local school division developed pursuant to §§ 23.1-905.1 and 23.1-907 for granting any high school student undergraduate Passport Program course credit for the completion of a dual enrollment course. Such guidelines shall direct prioritization of funding to be given to dual enrollment courses, including dual enrollment courses that are a part of the Passport Program or the Uniform Certificate of General Studies Program, and other courses that lead to the fulfillment of a requirement for a nationally recognized credential offered in the Virginia Community College System.
