GOVERNOR'S VETO

 

Pursuant to Article V, Section 6, of the Constitution of Virginia, I veto House Bill 1637, which adds new transmission and distribution projects to the pilot program for underground transmission lines.

The addition of distribution lines to the pilot program for underground transmission lines by the Senate creates an ill-advised and ill-conceived precedent. The approval of undergrounding distribution lines by the General Assembly could potentially result in a constant escalation of electricity costs.

The best approach for making these decisions is at the local level, where a collaborative process involving public hearings and community engagement can take place. I encourage localities to continue to involve stakeholders in these discussions to ensure their voices are heard as they work towards a solution that can benefit the affected parties.

While I commend the General Assembly for passing legislation that reduces electric bills this session, it is important to note that the inflation caused by Washington continues to provide unpredictable effects on electric bills. It is critical that we cautiously consider all potential outcomes and consequences to avoid any negative impact on our electric customers, including the history of unforeseen cost overruns experienced by other projects.

Accordingly, I veto this bill.
