SUMMARY AS PASSED:
Department of Motor Vehicles; mileage-based user fee program; protection of data. Prohibits the disclosure of certain data necessary for the administration of the mileage-based user fee program and authorizes participants in the mileage-based user fee program to participate without location tracking.
SUMMARY AS PASSED SENATE:
Department of Motor Vehicles; mileage-based user fee program; protection of data. Prohibits the disclosure of certain data necessary for the administration of the mileage-based user fee program and authorizes the use of nonidentifiable data for traffic management, research, and analysis of the effectiveness of the mileage-based user fee program. The bill authorizes participants in the mileage-based user fee program to participate without location tracking.
SUMMARY AS INTRODUCED:
Department of Motor Vehicles; mileage-based user fee program; protection of data. Requires the Commissioner of the Department of Motor Vehicles to issue guidelines concerning the collection and use of personally identifiable data in the mileage-based user fee program. The guidelines shall include a guarantee that no program participant is required to use location tracking, a limit on what data can be collected and how long it can be maintained, and a requirement that any research be limited to aggregated data and subject to approval by an institutional review board.
