SUMMARY AS PASSED:

Unaccompanied homeless youths; services; consent. Provides that an unaccompanied homeless youth shall be deemed an adult for the purpose of consenting to housing, including emergency shelter, and establishes requirements for providers of housing, including emergency shelter, for unaccompanied homeless youths. The bill directs the Board of Social Services to adopt regulations for implementation of the bill and directs the Department of Social Services to establish a work group to make recommendations to the Board regarding such regulations and to develop recommendations regarding authorizing unaccompanied homeless youth to consent to medical care.

Provides that an unaccompanied homeless youth shall be deemed an adult for the purpose of consenting to housing, including emergency shelter, and other services and establishes requirements for providers of housing, including emergency shelter, and other services for unaccompanied homeless youths. The bill directs the Board of Social Services to adopt regulations for implementation of the bill and directs the Department of Social Services to establish a work group composed of at least one local education agency liaison for homeless children and youth designated pursuant to federal law, one attorney who represents unaccompanied homeless youths, two providers of housing and other services for unaccompanied homeless youths, and three individuals who are or have been unaccompanied homeless youths to make recommendations to the Board regarding such regulations.
