Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 1 of Chapter 13 of Title 22.1 a section numbered 22.1-212.2:4 as follows:

§ 22.1-212.2:4. Statewide Learning Management System.

The Department of Education shall establish the Statewide Learning Management System (VaLMS). The VaLMS shall be available to each public school in the Commonwealth. Local school boards may utilize the [ full capacity of the ] VaLMS as an alternative to a [ multidivision online provider pursuant to Article 1.4 (§ 22.1-212.23 et seq.) locally funded learning management system ] .
