WHEREAS, the Virginia Economic Development Partnership Authority (VEDP) is the state economic development authority for the Commonwealth of Virginia; and

WHEREAS, VEDP collaborates with local, regional, and state partners to encourage the expansion and diversification of Virginia's economy; and

WHEREAS, VEDP works to accomplish these objectives through a variety of activities, including marketing and lead generation; business retention, expansion, and attraction; trade development; business intelligence; competitive benchmarking; site development; performance-based incentives; and talent solutions; and

WHEREAS, VEDP helps businesses find the resources they need to make relocation and expansion successful endeavors; and

WHEREAS, VEDP has insight and data on the trends of certain industries in the Commonwealth; and

WHEREAS, demand and supply in the Commonwealth's construction industry has changed in recent years resulting in concerning issues for Virginians and businesses; and

WHEREAS, VEDP data can illustrate the trends and supply and demand issues in the Commonwealth's construction industry; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Joint Legislative Audit and Review Commission, in consultation with the Virginia Economic Development Partnership Authority, be directed to study demand and supply issues and trends in the Commonwealth's construction industry.

Technical assistance shall be provided to the Joint Legislative Audit and Review Commission by VEDP. All agencies of the Commonwealth shall provide assistance to the Joint Legislative Audit and Review Commission for this study, upon request.

The Joint Legislative Audit and Review Commission shall complete its meetings by November 30, 2022, and the chairman shall submit to the Division of Legislative Automated Systems an executive summary of its findings and recommendations no later than the first day of the 2023 Regular Session of the General Assembly. The executive summary shall state whether JLARC intends to submit to the General Assembly and the Governor a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports and shall be posted on the General Assembly's website.
