22104172DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 3.2-6592.1 as follows:
§ 3.2-6592.1. Breeding cats and dogs for experimental purposes; records and reports.
A. Any entity that breeds dogs or cats for sale or transfer to an animal testing facility shall be required to keep accurate records of each dog or cat for two years from the date of the sale or transfer of the dog or cat to the animal testing facility. Records shall (i) include a description of the dog or cat, including species, color, breed, sex, approximate weight, and age, as well as the name and address of the animal testing facility to which the dog or cat was sold and transferred, and (ii) be made available upon request to the Department, animal control officers, and law-enforcement officers at mutually agreeable times. The breeder shall annually submit a summary of such records to the State Veterinarian in a format prescribed by him.
B. Any entity that breeds dogs or cats for sale or transfer to an animal testing facility shall report monthly to the State Veterinarian, in a manner prescribed by the State Veterinarian, the following information:
1. The number of dogs and cats at the breeder's facility;
2. The number of births of dogs and cats at the breeder's facility in the prior month;
3. The number of dogs and cats acquired, other than by birth at the facility, in the prior month;
4. The number of deaths of dogs and cats at the facility in the prior month, and whether each death was assisted or unassisted. If a death was unassisted, the report shall also include the cause of death;
5. A list of dogs and cats sold, transferred or released to domestic or international animal testing facilities, including a separate list for the sale, transfer, or release of dogs or cats to animal testing facilities within the Commonwealth; and
6. Any other disposition of a cat or dog in the prior month not captured by the requirement of subdivisions 4 and 5.
