(HB891)GOVERNOR'S VETO
Pursuant to Article V, Section 6, of the Constitution of Virginia, I veto House Bill 891, which modifies the terminology of persons who are not citizens or nationals of the United States in the Code of Virginia.
This legislation makes numerous and potentially substantial changes to the Code of Virginia, which could have lasting and unintended consequences.
Unfortunately, the legislature failed to adopt my proposed amendment which would have required the legislation to be reviewed by the reputable Code Commission before the legislation's enactment.
Accordingly, I veto this bill.
GOVERNOR'S RECOMMENDATION

That the Virginia Code Commission shall convene a work group, including representatives from the Office of the Attorney General and other relevant stakeholders, to review the Code of Virginia for use of the term "alien" as it pertains to persons who are not citizens or nationals of the United States. The Virginia Code Commission shall submit a report to the Chairmen of the House Committee on General Laws and Technology summarizing the work and any recommendations of the work group by November 1, 2022.
3. That the provisions of the first enactment of this act shall not become effective unless reenacted by the 2023 Session of the General Assembly.
