Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 23.1-308.1 as follows:

§ 23.1-308.1. Higher education; public-private partnership; cloud technology; artificial intelligence.

Each institution of higher education shall establish a public-private partnership, or partnership if the institution of higher education is not public, with private entities to develop a professional development and training program for instructional and information technology staff to obtain industry certification in cloud computing technology and artificial intelligence. The goals of the partnership should be to enhance any current initiatives of the institution's degree granting and information technology modernization efforts, including increasing skills and capacity for higher education institution staff to better prepare students and graduates to obtain degrees and jobs in cloud computing technology and artificial intelligence, including careers as instructors in secondary education.
