SUMMARY AS INTRODUCED:
Department of Criminal Justice Services; powers and duties; de-escalation training. Requires the Department of Criminal Justice Services (the Department) to establish training standards and publish and periodically update model policies for law-enforcement personnel on de-escalation techniques and practices, including guidelines for the use of force continuum and the risks of using neck restraints, such as chokeholds, carotid restraints, and lateral vascular neck restraints. The bill also requires the Department to establish compulsory minimum training standards for certification and recertification of law-enforcement officers on de-escalation techniques and practices that include guidelines on the use of force continuum and training on the risks of using neck restraints, such as chokeholds, carotid restraints, and lateral vascular neck restraints.
