Be it enacted by the General Assembly of Virginia:

1. § 1. That the State Inspector General shall (i) investigate the Commonwealth's response to the public health emergency related to the novel coronavirus (COVID-19) pandemic, including the Commonwealth's response with regard to the availability of testing for infection with COVID-19; the reporting and publication of data and information about cases of COVID-19; and the procurement and distribution of personal protective equipment to prevent the spread of COVID-19 in the Commonwealth, to determine whether acts of fraud, waste, abuse, or corruption have been committed by state officers or employees or independent contractors of a state agency or any officers or employees of a nonstate agency, in accordance with § 2.2-309 of the Code of Virginia, and (ii) report his findings and recommendations to the Governor and the General Assembly by December 1, 2020. In conducting such investigation, the Office of the State Inspector General may do all acts necessary or convenient to carry out the purposes of this act, in accordance with the provisions of Chapter 3.2 (§ 2.2-307 et seq.) of Title 2.2 of the Code of Virginia.
