Be it enacted by the General Assembly of Virginia:
1. § 1. Notwithstanding any other provision of law, general or special, in any instance in which a locality intentionally or negligently fails to provide an adequate police response so as to prevent damage to the property of a property owner or business owner, the locality shall be responsible to the property owner or business owner for the resulting damages.
