SUMMARY AS INTRODUCED:
Capital murder; punishment. Provides that any person convicted of capital murder involving the willful, deliberate, and premeditated killing of a person under the age of 14 by a person age 21 or older shall be sentenced to no less than a mandatory minimum term of confinement for life.
