Voluntary registry for people with disability that impairs communication; vehicle registration. Authorizes an individual with a disability that can impair communication to voluntarily indicate such disability on his application for registration of a motor vehicle. The bill requires the Department of Motor Vehicles to share this indication with criminal justice agencies.
