Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 22.1-208.02 as follows:

§ 22.1-208.02. Anti-hate instruction.

A. No later than December 1, 2021, the Department of Education shall develop a model curriculum and teacher training module for providing age-appropriate instruction on genocide, racism, harassment, discrimination, and historical injustice in grades kindergarten through 12 as a method of providing anti-bias education. The model curriculum and teacher training module shall at a minimum include information, guidance, case studies, and instructional lessons on the following topics:

1. The historical underpinnings of the Holocaust and other genocides in the context of how lower levels of hate, ridicule, and dehumanization led to larger acts of violence and state-sponsored discrimination and violence.

2. The impact of and tools for responding to different forms of racism, bigotry, and discrimination.

3. Slavery and other forms of historical dehumanizing injustice.

B. Each local school board shall implement the model curriculum and teacher training module by the 2022–2023 school year.
