Be it enacted by the General Assembly of Virginia:

1. § 1. That the Board of Housing and Community Development (the Board) is directed to revise the Uniform Statewide Building Code to require that all high-risk structures have key boxes installed in strategic locations on the outside of such structures. The Board shall require that such key boxes contain keys or other credentials or access cards that may be necessary for law-enforcement officials to gain access to such structure or an area within such structure during an emergency. The Board shall also require that such key boxes be listed in accordance with UL Standards 437 and 1037. The Board shall permit any non-high-risk structure to install any such key box. As used in this section, "high-risk structure" includes structures that house a large number of people, have national or local significance, have a history of violence, or have existing security measures. Examples of "high-risk structures" include public or private elementary or secondary schools, public or private institutions of higher education, hospitals and other health care facilities, retail establishments, movie theaters, arenas, amphitheaters, places of worship, and state and local government buildings.

2. That the provisions of this act shall become effective on January 1, 2021.
