Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 15.2-4905.1 as follows:

§ 15.2-4905.1. Appropriations by a locality to an authority.

Prior to making any appropriation for funds to an authority, the governing body of a locality shall hold a public hearing with opportunity for public comment on the proposed appropriation.
