20103713DWHEREAS, the College Football Playoff, an annual postseason invitational tournament featuring two semifinal games and a national championship for National Collegiate Athletic Association Division I college football teams, was created in 2014, after the dissolution of the longstanding Bowl Championship Series; and
WHEREAS, while the College Football Playoff has been generally well received, it has also drawn criticism for only including four teams, meaning that at least one winning team from the Power Five conferences, the most competitive subdivision of Division I, will always miss the tournament and that it is extremely difficult for schools in mid-major conferences to reach the tournament; and
WHEREAS, an eight-team playoff tournament would ensure that the championship team from each of the Power Five Conferences—the Atlantic Coast Conference, Big Ten Conference, Big 12 Conference, Pac-12 Conference, and Southeastern Conference—receive a playoff berth, along with three other teams chosen by the College Football Playoff selection committee; and
WHEREAS, first-round games would be played at the higher-seeded team's home field, with the final four teams advancing to semifinals and a championship at one of the traditional bowl games; the new system would only add one game to a team's schedule, limiting the physical burden on players; and
WHEREAS, many coaches and school officials throughout the nation support the creation of an eight-team playoff tournament, recognizing the myriad ways such a system would significantly enhance the postseason experience for both the student-athletes and the fans; now, therefore, be it
RESOLVED by the House of Delegates, That the College Football Playoff be encouraged to establish an eight-team playoff tournament for National Collegiate Athletic Association Division I college football; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates transmit a copy of this resolution to the Bill Hancock, executive director of the College Football Playoff, requesting that the organization further disseminate copies of this resolution to its respective constituents so that they may be apprised of the sense of the Virginia House of Delegates in this matter.
