WHEREAS, Oliver White Hill, Sr., a native of Richmond, was an icon of the Civil Rights movement who devoted his career as an attorney to securing full constitutional rights and first-class citizenship for all Americans; and

WHEREAS, as head of legal staff for the Virginia branch of the NAACP, Oliver Hill filed dozens of lawsuits in support of African American teachers and students and believed that public schools could play a decisive role in the fight for racial integration; and

WHEREAS, Oliver Hill's visionary leadership was pivotal in the elimination of the longstanding "separate but equal" doctrine that permitted state-sponsored racial segregation in the United States; and

WHEREAS, Oliver Hill's case, Davis v. County School Board of Prince Edward County, was one of the five cases combined into the landmark Brown v. Board of Education ruling, the historic decision by the Supreme Court of the United States that abolished segregation in public schools; and

WHEREAS, the Virginia State Capitol Rotunda houses a marble statue of the nation's first president, George Washington, as well as busts of seven other presidents from Virginia and the Marquis de Lafayette; and

WHEREAS, in recognition of his legacy of contributions to the Civil Rights movement and the rich heritage of the Commonwealth, Oliver Hill deserves to be honored with a bust in the Virginia State Capitol; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Governor be requested to direct that a bust of Oliver White Hill, Sr., be made and displayed in the Old House Chamber of the Virginia State Capitol; and be it

RESOLVED FURTHER, That the Clerk of the House of Delegates transmit a copy of this resolution to the Office of the Governor, requesting that it further disseminate copies of this resolution to its respective constituents so that they may be apprised of the sense of the General Assembly of Virginia in this matter.
