2020 SESSION
WHEREAS, Alma Joyce Martin Moore, a civic leader and cherished member of the Richmond community, died on May 13, 2019; and
WHEREAS, a native of Newport News, Alma Moore relocated to Richmond with her husband, Otto, Sr., and was a longtime resident in the Westover South and Woods neighborhood; and
WHEREAS, driven to aid her community, Alma Moore served as president of the Westover South and Woods Civic Association for nearly 30 years, demonstrating great loyalty and dedication to her neighbors; and
WHEREAS, in 1997 and 2000, Alma Moore ran for Richmond City Council, mustering passionate and considerable support for her candidacy and vision for the city; and
WHEREAS, serving as a member of the Social Services Advisory Board in Richmond for 12 years, Alma Moore helped oversee the planning and implementation of various social services that the city provides; and
WHEREAS, a member of the Richmond Behavioral Health Authority from 2012 to 2016, Alma Moore championed mental health and developmental services for the benefit of the citizens of Richmond; and
WHEREAS, Alma Moore will be fondly remembered and dearly missed by her devoted husband of 61 years, Otto, Sr.; her children, Stephanie, Otto, Jr., D’Andre, Rodney, and Zina, and their families; and numerous other family members and friends; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Alma Joyce Martin Moore, who touched countless lives in Richmond as a civic leader and friend; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Alma Joyce Martin Moore as an expression of the General Assembly's respect for her memory.
