Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Chapter 15 of Title 33.2 an article numbered 8, consisting of a section numbered 33.2-1533, as follows:

Article 8. Use of Transportation Funds.

§ 33.2-1533. Use of transportation funds.

It shall be the policy of the Commonwealth that any revenues available for transportation purposes shall be used for the construction, expansion, maintenance, or repair of transportation infrastructure and programs located in the Commonwealth. To that end, no revenues or funds of the Commonwealth, including local and regional funds and revenues generated by tolls located in the Commonwealth, shall be used to support any transportation project physically located outside of the Commonwealth without the explicit authorization by the General Assembly in a general appropriation act that becomes law.
