20103156DBe it enacted by the General Assembly of Virginia:
1. § 1. That on or before December 1, 2020, the Chief Information Officer of the Commonwealth shall submit a plan to the Governor and the Chairman of the Joint Commission on Technology and Science providing for the transition of web-based services and information provided by executive branch agencies, to which citizens would reasonably require access during a state of emergency, from state servers to cloud-based or hybrid server solutions by July 1, 2022.
As used in this act, "executive branch agency" means any agency, institution, board, bureau, commission, council, public institution of higher education, or instrumentality of state government in the executive department as listed in the appropriation act. "Executive branch agency" does not include the University of Virginia Medical Center, any public institution of higher education to the extent exempt from Chapter 20.1 (§ 2.2-2005 et seq.) of Title 2.2 of the Code of Virginia pursuant to the Restructured Higher Education Financial and Administrative Operations Act (§ 23.1-1000 et seq. of the Code of Virginia) or any other law, or the Virginia Port Authority.
