Reckless driving; exceeding speed limit. Raises from 80 to 85 miles per hour the speed above which a person who drives a motor vehicle on the highways of the Commonwealth is guilty of reckless driving regardless of the applicable maximum speed limit.

Authorizes manufacturers and dealers to offer motor vehicle owners the option of sending future software updates remotely instead of going to a service facility or dealership for such updates. The bill prohibits operating a motor vehicle during a remote update.

S.B. 437 Bicyclists and other vulnerable road users; penalty.

Bicyclists and other vulnerable road users; penalty. Provides that a person who operates a motor vehicle in a careless or distracted manner and is the proximate cause of serious physical injury to a vulnerable road user, defined in the bill as a pedestrian or a person operating a bicycle, electric wheel chair, electric bicycle, wheelchair, skateboard, skates, motorized skateboard or scooter, or animal-drawn vehicle or riding an animal, is guilty of a Class 1 misdemeanor. The bill also prohibits the driver of a motor vehicle from crossing into a bicycle lane to pass or attempt to pass another vehicle, except in certain circumstances.

A BILL to amend and reenact § 46.2-841 of the Code of Virginia and to amend the Code of Virginia by adding a section numbered 46.2-816.1, relating to bicyclists and other vulnerable road users; penalty.

S.B. 524 Motor vehicle dealer advertising.

Motor vehicle dealer advertising. Repeals provisions of the Motor Vehicle Dealer Act (the Act) that state the intent of the article as it relates to advertising and provide that the Commissioner of the Department of Motor Vehicles is solely responsible for the enforcement of the article. The bill retains existing language clarifying that the authority granted in the Act is in addition to the authority granted pursuant the Virginia Consumer Protection Act. This bill is a recommendation of the Virginia Code Commission.

S.B. 525 Width requirements for passenger buses.

Width requirements for passenger buses. Repeals provisions whereby the Commissioner of Highways and the Commonwealth Transportation Board can permit certain counties to operate passenger buses wider than 96 inches but no wider than 102 inches. Existing law provides that vehicles other than school buses shall not exceed 102 inches in width and school buses shall not exceed 100 inches in width. This bill is a recommendation of the Virginia Code Commission.

Sets the maximum speed limit on U.S. Route 17 between the Town of Warrenton and the census-designated place of Marshall in Fauquier County at 55 miles per hour if the vehicle is a passenger motor vehicle, bus, pickup or panel truck, or a motorcycle and 45 miles per hour if the vehicle is a truck, tractor truck, or combination of vehicles designed to transport property, or is a motor vehicle being used to tow a vehicle designed for self-propulsion, or a house trailer.

Traffic incident management vehicles. Adds traffic incident management vehicles, defined in the bill, operated by persons who meet certain training requirements to a list of vehicles exempt from certain traffic regulations at or en route to the scene of a traffic accident or similar incident. The bill also allows such vehicles to be equipped with sirens and flashing red or red and white secondary warning lights.

Prohibits a person from parking a vehicle not capable of receiving an electric charge in a space reserved for charging electric vehicles. A violation is subject to a civil penalty of $500, and the vehicle may be towed or impounded.
