A BILL to amend and reenact §§
10.1-603.24, 10.1-603.25, 56-576, 56-585.1, 56-594, and 56-596.2 of the
Code of Virginia and § 1 of the first enactment of Chapters
358 and 382 of the Acts of Assembly of 2013, as amended by Chapter 803 of the
Acts of Assembly of 2017; to amend the Code of Virginia by adding in Chapter 13 of Title 10.1 an article numbered 4, consisting of
sections numbered 10.1-1329 and 10.1-1330, by adding sections numbered
56-585.1:11, 56-585.5, and 56-585.6, and by adding in
Chapter 8 of Title 63.2 a section numbered 63.2-806; and to repeal §§ 56-585.1:2 and 56-585.2 of the Code of Virginia,
relating to the regulation of electric utilities; ending carbon dioxide
emissions; renewable portfolio standards for electric utilities and suppliers;
energy efficiency programs and standards; incremental annual energy storage
deployment targets; net energy metering; third-party power purchase agreements;
and the Manufacturing and Commercial Competitiveness Retention Credit. 20107849D

generating units (i) jointly owned with a cooperative utility or (ii) owned and
operated by a Phase II utility located in the coalfield region of the
Commonwealth that co-fires with biomass, any Phase I and Phase II Utility shall
retire all generating units principally fueled by oil with a rated capacity in
excess of 500 megawatts and all coal-fired electric generating units operating
in the Commonwealth.

Resources and the Secretary of Commerce and Trade determine that the greenhouse
gas reduction targets are not met pursuant to § 10.1-1330, then there shall be
a moratorium on the issuance of permits for new fossil fuel fired generating
facilities by January 1, 2030.
