FLOOR AMENDMENT IN THE NATURE OF A SUBSTITUTE

Establishing rules for the conduct of business for the 2019 Special Session I of the General Assembly of Virginia.

RESOLVED by the House of Delegates, the Senate concurring, That during the 2019 Special Session I of the General Assembly, summoned by proclamation of the Governor on June 7, 2019, to begin Tuesday, July 9, 2019, no bill or joint resolution may be introduced except (i) any bill concerning the possession, use, sale, purchase, transfer, or transport of firearms, firearms ammunition, or firearms components; any bill concerning the regulation of firearms, firearms ammunition, or firearms components; any bill concerning civil or criminal penalties with regard to firearms, firearms ammunition, or firearms components; or any appropriation bill solely to address the fiscal impact of such bills; (ii) any joint resolution affecting the rules of procedure or schedule of business of the General Assembly, either of its houses, or any of its committees; (iii) any joint resolution or bill establishing, directing, or requesting a study of one of the topics described in clause (i); (iv) commending and memorial resolutions; or (v) bills and joint resolutions requested in writing by the Governor. No other legislation may be introduced during the Special Session except with the unanimous consent of the house of origin; and, be it

RESOLVED FURTHER, That the 2019 Special Session I of the General Assembly shall be governed by the following procedural rules, which establish time limitations for all legislation introduced to the 2019 Special Session I except:

(i) House and Senate resolutions;

(ii) Bills and joint resolutions affecting the rules of procedure or the schedule of business of the General Assembly, either of its houses, or any of its committees;

(iii) Bills and joint resolutions introduced with unanimous consent;

(iv) Joint commending and memorial resolutions; or

(v) Bills and joint resolutions requested in writing by the Governor.

Rule 1. No bill or joint resolution shall be offered in either house after 5:00 p.m., Wednesday, July 10, 2019.

Rule 2. Each house shall convene at noon on Tuesday, July 16, 2019, to, among other business, (i) consider any bill or joint resolution reported from a committee or (ii) discharge a committee from consideration of a bill or joint resolution referred to the committee so as to meet as a Committee of the Whole with respect to such bill or joint resolution.

Rule 3. Beginning Wednesday, July 17, 2019, neither house shall receive from any committee any bill or joint resolution introduced in its house and acted on by its committees later than midnight, Tuesday, July 16, 2019.

Rule 4. Beginning Saturday, July 20, 2019, the House of Delegates shall consider only Senate bills, Senate joint resolutions, House bills with Senate amendments, and House joint resolutions with Senate amendments; the Senate shall consider only House bills, House joint resolutions, Senate bills with House amendments, and Senate joint resolutions with House amendments; and each house may consider conference reports and other privileged matters relating thereto to the end that the work of each house may be disposed of by the other.

Rule 5. Each house shall convene at noon on Tuesday, July 23, 2019, to, among other business, (i) consider any bill or joint resolution reported from a committee or (ii) discharge a committee to which a bill or joint resolution has been referred so as to meet as a Committee of the Whole with respect to such bill or joint resolution.

Rule 6. Beginning Wednesday, July 24, 2019, neither house shall receive from any committee any bill or joint resolution acted on by any committee later than midnight, Tuesday, July 23, 2019.

Rule 7. Except for joint resolutions affecting the rules of procedure or the schedule of business of the General Assembly, beginning Friday, July 26, 2019, the House of Delegates shall consider only Senate joint resolutions and House joint resolutions with Senate amendments; the Senate shall consider only House joint resolutions and Senate joint resolutions with House amendments; and each house may consider conference reports or joint resolutions and other privileged matters relating thereto, to the end that the work of each house may be disposed of by the other.

Rule 8. This special session of the General Assembly shall adjourn sine die no later than Tuesday, July 30, 2019; and, be it

RESOLVED FINALLY, That after the Special Session is convened for the first time, each body may adjourn from time-to-time and return on such date and time as agreed upon by the body.
