SUMMARY AS INTRODUCED:
Constitutional amendment (first resolution); eminent domain; public utility. Provides that an interstate natural gas pipeline is not considered a utility service for the purpose of determining whether a public service company or public service corporation is exercising the power of eminent domain for a public use.
