SUMMARY AS PASSED:
Department of Education; reading diagnostic tools; report. Directs the Department of Education (the Department) to consult with stakeholders and develop a plan to implement a pilot program to incorporate additional diagnostic tools into reading diagnostic tests used for screening students in kindergarten through grade three. The bill directs the Department to submit such plan to the General Assembly by December 1, 2019.

Requires that the first reading diagnostic test administered in the school year to a student in kindergarten through grade three include age-normed and evidence-based phonological processing measures, including phonemic awareness and rapid automatized naming.
