SUMMARY AS PASSED:

State Council of Higher Education for Virginia; certification of certain programs; exemptions. Provides that any program of tutorial instruction that is delivered and designed to prepare an individual for an examination to demonstrate proficiency or to maintain proficiency in an occupational field is exempt from certification by the State Council of Higher Education for Virginia.

SUMMARY AS PASSED SENATE:

State Council of Higher Education for Virginia; certification of certain courses or programs; exemptions. Provides that any professional examination preparation course or program of instruction designed to prepare students to achieve a passing score on a medical coding proficiency examination and the maintenance thereof administered by the nationally recognized medical coding organizations known as AAPC or the American Health Information Management Association (AHIMA) is exempt from certification by the State Council of Higher Education for Virginia, provided that such students have the requisite on-the-job training or sufficient coursework related to medical coding or billing as required by AAPC or AHIMA.

SUMMARY AS INTRODUCED:

State Council of Higher Education for Virginia; certification of certain private schools; exemptions. Provides that certain courses or programs of instruction are exempt from certification requirements and regulation by the State Council of Higher Education for Virginia. The bill provides that any course or program of instruction designed to prepare students to achieve a passing score on an industry certification exam administered by a trade or occupational association or similar association is exempt provided that (i) regional or national certifications are commonplace in the employment marketplace in the relevant industry, (ii) any instructor of the course or program is approved or certified as an instructor by such trade or occupational association, and (iii) such course or program of instruction is offered by an instructor that does not offer any courses or programs of instruction for preparation for an exam administered by any additional trade or occupational association.
