SUMMARY AS INTRODUCED:
Rules of the House of Delegates; consideration of proposed rules relating to specific legislation. Provides that any proposal to change or adopt a rule of the House that relates to the consideration by the House of a specific bill or resolution or a specific classification or category described or defined by a bill or resolution may only be adopted by a vote of two-thirds of the members elected to the House.
