SUMMARY AS PASSED HOUSE:

Alcoholic beverage control; limited mixed beverage license for retail cigar shops. Creates a new limited mixed beverage license for retail cigar shops and sets out the privileges of this new license, including a requirement that at least 60 percent of the licensee's annual gross revenue be from the sale of premium tobacco products. The bill defines "cigar shop" and sets out the state and local license taxes for this license.

SUMMARY AS INTRODUCED:

Alcoholic beverage control; retail cigar shop license. Creates a retail cigar shop license, which authorizes the licensee to (i) permit the consumption of lawfully acquired wine or beer on the premises of the licensee by any bona fide customer of the retail cigar shop and (ii) serve wine or beer on the premises of the licensee to any such bona fide customer. The bill prohibits the licensee from giving more than two five-ounce glasses of wine or one 12-ounce glass of beer to any such customer, as well as selling or otherwise charging a fee to such customer for the wine or beer served or consumed. The bill defines "cigar shop" and sets the state and local taxes for this new license. The bill also clarifies that the provisions of the Virginia Indoor Clean Air Act are not applicable to retail cigar shop licensees.
