WHEREAS, today’s circumstances have heightened environmental challenges and awareness across the Commonwealth; these challenges involve municipal, governmental, and industrial waste management practices; and

WHEREAS, waste minimization priorities must be teamed with sophisticated landfill operations to meet regulatory and resident demands; and

WHEREAS, in these challenging economic times, waste management and repository operations have become premier business services; and

WHEREAS, central Virginia hosts landfills that offer high quality municipal landfill capacities; these landfills can accommodate waste varieties, including coal combustion residuals from power utility operations that have become more pronounced in recent years; and

WHEREAS, landfill operations can involve disposal payments from private parties including electric utility corporations; and

WHEREAS, such disposal operations can entail host management fees paid to land owners, including local and county governments; host management fees can be significant revenues for county governments; and

WHEREAS, seven regional landfills, located in the Counties of Amelia, Brunswick, Charles City, Gloucester, King and Queen, King George, and Sussex, currently accept out-of-state waste along with more routine local refuse according to the Virginia Waste Industries Association, based in Virginia Beach; and

WHEREAS, operations at these landfills generate significant local government revenues in host fees, provide crucial commercial services supporting today’s economy, create hundreds of jobs, support infrastructure needs, and enhance the Commonwealth’s environment; and

WHEREAS, Amelia County controls the Maplewood Landfill located within its borders; Waste Management, Inc., the largest environmental management company in North America, runs operations for Amelia County at the Maplewood Landfill; and

WHEREAS, the Maplewood Landfill encompasses 794.22 acres and began operations in 1993; rail lines run to the Maplewood Landfill, thereby affording the option of direct rail transport of waste products; and

WHEREAS, the Maplewood Landfill facility has a proven history of taking in coal combustion residual waste products in addition to more routine municipal wastes; and

WHEREAS, recent estimates have noted that the capacity of the Maplewood Landfill to host wastes may last for another 100 years; and

WHEREAS, for the past 10 years, Maplewood Landfill operations have contributed an average of $1,331,133 per year in host fees to Amelia County; now, therefore, be it

RESOLVED by the Senate of Virginia, That the Maplewood Landfill in Amelia County, a sophisticated, state-of-the-art facility that provides waste management services that meet the industrial, technical, and regulatory standards, hereby be commended for meeting the demands of the residents of Amelia County and the Commonwealth; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Maplewood Landfill as an expression of the Senate of Virginia’s admiration for its contributions to Amelia County and the Commonwealth.
