Be it enacted by the General Assembly of Virginia:

1. § 1. The Department of Transportation (the Department) shall study the feasibility of implementing improvements to State Route 28 in Prince William County between the City of Manassas Park and Fairfax County. In conducting its study, the Department shall (i) review the completed portions of the Route 28 Corridor Feasibility Study conducted by the Northern Virginia Transportation Authority; (ii) consider the feasibility of alternative intersection designs, such as roundabouts, overpasses, and flyovers; and (iii) consider the environmental impacts and feasibility of utility relocation and right-of-way acquisition. All agencies of the Commonwealth shall provide assistance to the Department for this study, upon request. The Department shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2020 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
