AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to amend the Code of Virginia by adding in Chapter 9 of Title 51.5 a section numbered 51.5-46.1, relating to rights of persons with disabilities; website accessibility.

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 51.5-46.1 as follows:

§ 51.5-46.1. Website accessibility.

A. For the purposes of this section, "entity" means a bank, trust company, savings institution, or credit union.

B. An entity's website is in compliance with this chapter regarding its accessibility by persons with vision or hearing impairment, until such time that the federal government adopts standards governing website accessibility, if it meets the Web Content Accessibility Guidelines 2.0 Level AA as developed by the Web Accessibility Initiative.
