HOUSE RESOLUTION NO. 590
Commending Pat Smith.

 

Agreed to by the House of Delegates, May 30, 2018

 

WHEREAS, for more than 38 years, Pat Smith has helped ex-offenders become productive members of society through her role as executive director of OAR-Jefferson Area Community Corrections in Charlottesville; and

WHEREAS, after earning bachelor’s and master’s degrees from West Virginia University, Pat Smith worked as a drug and alcohol counselor in Ohio before joining OAR (Offender Aid and Restoration)-Jefferson Area Community Corrections; and

WHEREAS, during Pat Smith’s tenure as executive director, OAR-Jefferson Area Community Corrections has touched tens of thousands of lives, expanding coverage from Charlottesville and Albemarle County to the Counties of Fluvanna, Greene, Goochland, Louisa, Madison, Orange, and Nelson; and

WHEREAS, under Pat Smith’s leadership, the operating budget of OAR-Jefferson Area Community Corrections quadrupled, and the organization expanded to include probation and pretrial services; and

WHEREAS, Pat Smith played a critical role in founding the Charlottesville Albemarle Adult Drug Treatment Court, the Central Virginia Restorative Justice program, and the Therapeutic Docket for mental illness; and

WHEREAS, Pat Smith was also instrumental in the establishment of the local Evidence Based Decision Making (EBDM) initiative, which resulted in Virginia achieving recognition as an EBDM state by the National Institute of Corrections; and

WHEREAS, a trusted mentor and friend to many, Pat Smith has inspired former OAR staff and board members to continue to serve the community as judges, attorneys, law-enforcement officers, social workers, and business leaders; and

WHEREAS, Pat Smith has also volunteered her time and leadership with regional, state, and national councils, work groups, and task forces and served on the executive committees of the North American Pretrial Services Association and the Virginia Community Criminal Justice Association (VCCJA); and

WHEREAS, Pat Smith has earned numerous awards and accolades for her diligent work on behalf of the community, including the 2008 Excellence in Nonprofit Leadership Award from the United Way and the Distinguished Service award, Director of the Year award, and Award of Excellence from the VCCJA; now, therefore, be it

RESOLVED by the House of Delegates, That Pat Smith hereby be commended for her more than 38 years of leadership as executive director of OAR-Jefferson Area Community Corrections; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Pat Smith as an expression of the House of Delegates’ admiration for her legacy of contributions to the community.
