SUMMARY AS ENACTED WITH GOVERNOR'S RECOMMENDATION:
The BVU Authority. Authorizes the BVU Authority to execute, assign, or transfer property without implementing the provisions of the Virginia Public Procurement Act any internal contract between the divisions of the Authority that following such execution, assignment, or transfer will be between the Authority and the purchaser of the Authority's assets. This bill contains an emercengy clause.
SUMMARY AS PASSED HOUSE:
The BVU Authority. Authorizes the BVU Authority to execute, assign, or transfer property without implementing the provisions of the Virginia Public Procurement Act any internal contract between the divisions of the Authority that following such execution, assignment, or transfer will be between the Authority and the purchaser of the Authority's assets.
SUMMARY AS INTRODUCED:
The BVU Authority; utilization and disposition of existing investments. Prohibits the BVU Authority from abandoning the utilization of any existing investments in facilities and fiber optic infrastructure that implement Supervisory Control and Data Acquisition Systems or Advanced Metering Infrastructure prior to 2025, unless the Authority requires the purchaser to continue to provide such services at the same rate. The bill authorizes the Authority to execute, assign, or transfer property without implementing the provisions of the Virginia Public Procurement Act (§ 2.2-4300 et seq.) and requires that any internal contract between the divisions of the Authority following such sale shall be between the Authority and the purchaser of the Authority's assets.
