Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 18.2-132.2 as follows:

§ 18.2-132.2. Release of hunting dogs on highway; penalty.

Any person who intentionally releases five or more hunting dogs on or within 15 feet of a highway, as defined in § 46.2-100, is guilty of a Class 3 misdemeanor. A second or subsequent violation of this section within three years is a Class 1 misdemeanor, and, upon conviction, the court shall revoke such person's hunting or trapping license for a period of one year.
