WHEREAS, the Commonwealth currently administers several job training initiatives, including the Virginia Jobs Investment Program administered through the Virginia Economic Development Partnership, the Trade Adjustment Assistance program administered through the Virginia Employment Commission, and the EleVAte SNAP Employment and Training Pilot Program administered by the Virginia Department of Social Services; and

WHEREAS, good government should seek to increase efficiency and reduce the waste of state resources that comes from unnecessary duplication of substantially similar administrative efforts; and

WHEREAS, identifying, investigating, and correcting inefficiencies can result in savings to the Commonwealth; and

WHEREAS, the Government Accountability Office of the federal government recently identified over 40 federal job training programs administered by several federal agencies; unnecessary duplication of efforts could have possibly cost billions in administrative expenditures that could have gone to direct services; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Joint Legislative Audit and Review Commission be directed to study the duplication of job training services among state agencies.

In conducting its study, the Joint Legislative Audit and Review Commission (JLARC) shall (i) determine the number of separate job training programs or programs with job training components administered by state agencies, (ii) determine the costs of those programs broken down into administrative costs and direct services costs, (iii) investigate the areas of overlap between programs and agencies, (iv) propose ways to reduce waste by consolidating or eliminating programs, and (v) estimate the potential savings from adoption of such proposals.

All agencies of the Commonwealth shall provide assistance to the Joint Legislative Audit and Review Commission for this study, upon request.

The Joint Legislative Audit and Review Commission shall complete its meetings by November 30, 2018, and the chairman shall submit to the Division of Legislative Automated Systems an executive summary of its findings and recommendations no later than the first day of the 2019 Regular Session of the General Assembly. The executive summary shall state whether the Joint Legislative Audit and Review Commission intends to submit to the General Assembly and the Governor a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports and shall be posted on the General Assembly's website.
