18108254DRESOLVED by the House of Delegates, the Senate concurring, That the General Assembly does hereby apply to the Governor that, pursuant to Section 6 of Article IV of the Constitution of Virginia, he shall convene the General Assembly in a Special Session immediately upon adjournment sine die of the 2018 Regular Session on Saturday, March 10, 2018, for the purpose of considering Budget Bills; and, be it
RESOLVED FURTHER, That except with the unanimous consent of the house in which the legislation is offered, no bill or joint resolution shall be offered in either house during the Special Session other than those relating to (i) Budget Bills; (ii) commending and memorial resolutions; (iii) resolutions affecting the rules of procedure or schedule of business of the General Assembly, either of its houses, or any of its committees; (iv) resolutions regarding the election of judges; or (v) resolutions confirming appointments subject to the confirmation of the General Assembly; and, be it
RESOLVED FURTHER, That after the Special Session is convened for the first time, it may stand in recess from time to time until reconvened by the joint call of the Speaker of the House of Delegates and Chair of the Senate Committee on Rules to consider such matters as are provided for in the procedural resolution adopted to govern the conduct of business coming before such Special Session; and, be it
RESOLVED FURTHER, That no engrossment of the Budget Bills shall be required in either house, and any conferences on the Budget Bills shall consider, as the basis of their deliberations, the Budget Bills as recommended by the Governor and introduced in the House and the amendments thereto proposed by each house; and, be it
RESOLVED FINALLY, That for purposes of this resolution;
“Budget Bill” means the general appropriation bill introduced in each house that authorizes the biennial expenditure of public revenues for the period from July 1, 2016, through June 30, 2018, or July 1, 2018, through June 30, 2020.
