Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 46.2-328.2 as follows:
§ 46.2-328.2. Department to issue documents; veteran endorsement.
A. For the purposes of this section, "veteran" means (i) a Virginia resident who has served in the active military, naval, or air service and whose final discharge or release therefrom was under honorable conditions or (ii) a Virginia resident who has served honorably for greater than 180 days in the Virginia National Guard or the United States Armed Forces Reserves.
B. In cooperation with the Department of Veterans Services and the Department of Military Affairs, the Department shall issue driver's licenses, permits, and identification cards with an endorsement indicating that the holder is a veteran to applicants who request such endorsement and provide proof of such veteran status. Such licenses, permits, and identification cards shall be designed and approved by the Commissioner, provided that such documentation shall be as similar in design and size to the documents issued to nonveteran persons as is practicable.
C. The Department shall charge the same fee for any document issued pursuant to this section as is charged for the same document issued without the veteran endorsement. No additional fee shall be charged for the veteran endorsement.
D. Any documentation issued pursuant to this section shall not be used for determination of any federal benefit.
