18101198DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 30-17.1 as follows:
§ 30-17.1. Consideration of introduced bills, amendments in the nature of a substitute, resolutions, or budget amendments; publication of support and opposition reports.
A. Any House of Delegates or Senate committee of purview or subcommittee thereof shall report the disposition taken on a bill, resolution, amendment in the nature of a substitute, joint resolution, or budget amendment considered by the committee or subcommittee, together with a list of all organizations recorded pursuant to subsection B that testified in support of or in opposition to the same before the committee or subcommittee. The report of the committee or subcommittee shall be posted on the General Assembly's website.
B. The chairman of the committee or subcommittee shall ask each individual who addresses the committee or subcommittee with respect to a bill, resolution, amendment in the nature of a substitute, joint resolution, or budget amendment during the committee or subcommittee meeting whether the individual's statements are being made on behalf of a business, organization, trade association, labor association, other association, affiliate, or other similar entity, regardless of whether the individual is being compensated in any manner for such statements. The chairman shall require any individual who confirms that his statements are being made on behalf of a business, organization, trade association, labor association, other association, affiliate, or other similar entity to report for the record the name of the same.
C. Nothing in this section shall be construed to require the recording or preservation of statements made by any individual addressing a committee or subcommittee.
