18105142DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 24.2-103.1 as follows:
§ 24.2-103.1. Duties of State Board of Elections related to redistricting.
The State Board shall be responsible for ensuring that voters are assigned to the correct districts throughout the Commonwealth.
The Board shall promulgate instructions and guidelines for a periodic review conducted by the electoral boards or general registrars of the district assignments of voters within their localities. Such instructions and guidelines shall include a timeline for conducting such review and directions for making any necessary corrections.
The Board shall direct the Department to conduct an annual review of the district assignments of voters in the Commonwealth and to make any necessary corrections. In conducting this review, the Department shall review the reapportionment ordinances and maps sent to the Board pursuant to §§ 24.2-304.3 and 24.2-306 and compare the boundaries contained within with the information in the voter registration system. The Board may require the Department to submit a report on the results of the annual review.
