Be it enacted by the General Assembly of Virginia:

1. § 1. The Virginia Board of Workforce Development (the Board) shall establish a two-year workforce training pilot program designed to enhance the ability of underserved populations of fiscally stressed localities in the Commonwealth to enter or reenter the workforce. The Board shall (i) review the Commonwealth's current workforce development programs and use income, race, geographic, and age data to identify underserved populations that will be the targets of the pilot program; (ii) determine in which localities to conduct the pilot program by using the measure for Fiscal Stress published by the Commission on Local Government of the Department of Housing and Community Development to identify fiscally stressed localities in different regions of the Commonwealth with substantial numbers of underserved individuals; and (iii) develop partnerships with public and private entities in the identified localities to provide job training and other resources to local underserved populations. The Board shall report the results of the program to the Governor and the General Assembly by October 1, 2019.
