18104505DBe it enacted by the General Assembly of Virginia:
1. § 1. That the Secretary of Transportation shall make his best effort to renegotiate the agreement with Express Mobility Partners governing tolling and highway facilities on Interstate 66 outside the Capital Beltway. In doing so, the Secretary shall develop, propose, and seek agreement on reforms related to tolling on Interstate 66 inside the Capital Beltway. Such reforms shall include (i) prohibiting tolling on Interstate 66 inside the Capital Beltway until tolling facilities are established outside the Capital Beltway, (ii) returning the tolling hours on Interstate 66 inside the Capital Beltway to what they were prior to December 2017 until tolling facilities are established outside the Capital Beltway, and (iii) continuing the exemption for hybrid vehicles on the HOT lanes inside the Capital Beltway until tolling facilities are established outside the Capital Beltway. The Secretary shall report to and consult with the Chairmen of the House and Senate Committees on Transportation by December 1, 2018, regarding activity taken in accordance with this act.
