Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 10.1-1184.1 as follows:

§ 10.1-1184.1. Regulations no stricter than federal law.

Neither the Department nor the State Air Pollution Control Board, nor the State Water Control Board, nor the Virginia Waste Management Board shall adopt any environmental rule, regulation, or standard that is inconsistent with or exceeds the requirements of any relevant and duly adopted federal environmental statute, regulation, standard, criterion, or guidance document.
