Norfolk Southern Railway right-of-way; public transit or multimodal transportation projects. Provides that the right-of-way of the Norfolk Southern Railway acquired by the City of Virginia Beach may be used for construction of a public transit or multimodal transportation project instead of a Light Rail project.
