Norfolk Southern Railway right-of-way; public transit or multimodal transportation projects. Provides that the right-of-way of the Norfolk Southern Railway acquired by the City of Virginia Beach may be used for various public transportation projects. Currently, the right-of-way may be used only for a light rail project.
