Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 22.1-311.1 as follows:

§ 22.1-311.1. Department of Education; training for hearing officers in teacher dismissal hearings; list of trained hearing officers.

A. The Department of Education shall develop and make available to each local school board a program of training for hearing officers who preside over teacher dismissal hearings as set forth in § 22.1-311 that includes information on the procedure for teacher dismissal hearings as set forth in § 22.1-311.

B. The Department of Education shall develop, maintain, and make available to each local school board a list of hearing officers who have completed the program of training established pursuant to subsection A.
