17102153DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 5.1-2.2:2 as follows:
§ 5.1-2.2:2. Commercial air service plan.
A. The Board shall develop and review every five years a commercial air service plan for the commercial air service airports within the Commonwealth. In developing and reviewing such plan, the Board shall (i) establish regional air travel markets and assign commercial air service airports to an appropriate travel market, (ii) analyze by regional travel market the current and projected future demographic and economic trends to determine air travel needs, (iii) analyze trends in commercial air service, (iv) establish goals for commercial air service for each regional travel market, (v) coordinate with each commercial air service airport in the development of such plan, (vi) solicit input from appropriate stakeholders, and (vii) consider any other factors determined to be appropriate by the Board.
B. Prior to the allocation of funds pursuant to subdivision A 3 of § 58.1-638, the Board shall ensure that the commercial air service airports have coordinated with other commercial air service airports within the same regional travel market and that any requested funds are consistent with the Board's commercial air service plan.
