17100285DWHEREAS, public institutions of higher education in the Commonwealth are meant to promote the prosperity and flourishing of the Commonwealth and its citizens; and
WHEREAS, in furtherance of their purpose, public institutions of higher education should pursue admissions and enrollment policies that prioritize the enrollment of Virginia students; and
WHEREAS, public institutions of higher education in the Commonwealth that face declining revenues may address revenue shortfall by pursuing admissions and enrollment policies that prioritize the admission and enrollment of non-Virginia students and, in turn, cause undue competition in admissions for Virginia students; and
WHEREAS, it is imperative to compare admissions and enrollment rates at the public institutions of higher education in the Commonwealth with those in each other state in order to inform the General Assembly of the potential need for intervention; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the State Council of Higher Education for Virginia be requested to study rates of in-state and out-of-state undergraduate student admissions and enrollment at public institutions of higher education in the Commonwealth and in each other state.
In conducting its study, the State Council of Higher Education for Virginia (SCHEV) shall collect and analyze recent and accurate data from within and outside the Commonwealth and compare rates of in-state and out-of-state undergraduate student admissions and enrollment at public institutions of higher education in the Commonwealth with those in each other state.
Technical assistance shall be provided to SCHEV by each public institution of higher education in the Commonwealth. All agencies of the Commonwealth shall provide assistance to SCHEV for this study, upon request.
The State Council of Higher Education for Virginia shall complete its meetings by November 30, 2017, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2018 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
