WHEREAS, the Commonwealth has enacted a two-year budget in the 2016 Session that includes expenditures of approximately $105 billion; and

WHEREAS, the Commonwealth is a consumer of a large and broad base of energy, for purposes ranging from heating, cooling, and lighting state offices and buildings to fueling transportation fleets to providing illumination at rest areas in remote areas of Virginia; and

WHEREAS, the consumption of energy has environmental effects and imposes economic costs that are borne by the taxpayers of Virginia; and

WHEREAS, the Commonwealth must be a good steward of our environment as well as demonstrate to Virginia taxpayers that Virginia state government is proactively seeking ways to efficiently improve the ways it uses energy and manages our energy usage; and

WHEREAS, the Commonwealth must be aggressive in utilizing technology to improve energy efficiency and examine the best practices of private industry as well as other states to find ways to reduce energy consumption and use energy more efficiently; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Department of General Services be requested to study and recommend infrastructure investments to maximize energy savings to the Commonwealth.

In conducting its study, the Department of General Services shall study energy usage by the Commonwealth and agencies and departments thereof and determine which infrastructure investments will yield the highest return of energy savings per dollar of investment. In addition, the Department of General Services shall examine energy savings initiatives undertaken by the private sector and other states to determine best management practices that the Commonwealth should adopt. Finally, the Department of General Services shall assess the results of its efforts over the past five years to reduce energy consumption and use energy more efficiently.

All agencies of the Commonwealth shall provide assistance to the Department of General Services for this study, upon request.

The Department of General Services shall complete its meetings by November 30, 2017, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2018 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
